A MESSAGE FROM OUR CHAIR

Dear Community Members,

Over the past two years, I have had the privilege of serving as Chair during a period of both challenge and resilience for our community. This experience underscored the importance of the Federation staying responsive to changing circumstances while remaining focused on our community’s needs.

Following the events of October 7th, our work intensified, demanding special attention, coordination, and care. Federation’s role as a central steward of Jewish life in Winnipeg became even more vital. We adapted quickly, supported our organizations, and established strong relationships with emerging grassroots initiatives that stepped forward during a difficult time. Together, we strengthened the ecosystem that sustains our community.

This year also saw meaningful organizational progress, and we advanced several initiatives that strengthen the Federation’s long-term stability. We completed a comprehensive governance review that streamlined board operations, clarified leadership structures, and established a strong succession framework. We transitioned the Vaad Ha’ir into an independent entity with its own governance and financial structure. Security remained a top priority as incidents of antisemitism continued to rise, culminating in the hiring of a new Community Security Director, an important step in ensuring that our approach to community safety remains forward-looking and proactive.

Federation continued to strengthen relationships with elected officials and the Winnipeg Police Service. We also advanced important work supporting our 2SLGBTQIA+ community members, including constructive new engagement with Rainbow Resource Centre and Pride Winnipeg.

Through countless interactions across the community, I have witnessed the strength and spirit that define Jewish Winnipeg, and how our community continues to “hit above our weight” and exceed expectations through collaboration and shared purpose.

As I conclude my term, I want to extend my gratitude for the opportunity of representing the Federation and our Jewish community. I have thoroughly enjoyed meeting so many amazing people that we are fortunate to have here amongst us. I have full confidence in Carrie Shenkarow’s leadership as she takes on the role of Chair, and I wish her every success going forward.

A MESSAGE FROM OUR PRESIDENT
AND CHIEF EXECUTIVE OFFICER

Dear Friends,

This past year underscored the strength, generosity, and resolve that define Jewish Winnipeg. Two years of war in Israel weighed heavily on our community, but we continued to move forward with purpose. Our Combined Jewish Appeal campaign profoundly reflected that spirit. Together, we proudly raised $6,949,618 and surpassed our goal. This achievement speaks to the trust our donors place in Federation and how we care for one another, in Winnipeg and around the world.

Our support for Israel remained unwavering. Since 2023, Jewish communities across Canada have contributed more than 175 million dollars in emergency relief, part of a broader North American effort that has reached 908 million dollars. These resources have provided trauma support, medical care, economic assistance, and early rebuilding efforts in communities profoundly affected by ongoing conflict. Locally, that commitment was evident in our Walk for Israel, where over 2,000 people marched together in a powerful show of solidarity.

The year also marked twenty-five years of GrowWinnipeg. This milestone offered a moment to reflect on an initiative that has brought more than 6,800 newcomers to our city since 2000. Their presence has enriched every part of Jewish life here and continues to shape the future of our community.

At home, rising antisemitism demanded vigilance and coordination. Our strong partnership with CIJA and our ongoing security work allowed us to respond quickly and thoughtfully to incidents across the city. These efforts remain central to safeguarding our institutions and ensuring that community members can gather with confidence.

Our community should be very proud of the outstanding work of our amazing Jewish organizations. They all do so much to make our community a better place for everyone. I would also like to acknowledge and thank the volunteers and staff of the Jewish Federation of Winnipeg. We have accomplished so much over the past 12 months.

As we reflect on these accomplishments, I want to express our gratitude to outgoing Board Chair Paula Parks. Her leadership, sensitivity, and deep commitment guided the Federation through a complex and challenging time. We are all stronger because of her service.

I am also pleased to welcome our incoming Chair, Carrie Shenkarow, whose passion and clear sense of purpose will continue to guide Federation as we build on this momentum and shape this exciting next chapter of our community’s story.

FINANCIAL RESOURCE DEVELOPMENT

No other gift has the power to impact more Jewish lives than a gift to the Combined Jewish Appeal. Because of the CJA, we can care for our most vulnerable; build and strengthen Jewish identity and education, invest in Israel and overseas, and promote Jewish/Israel advocacy. When you give through the CJA, you preserve and strengthen the quality of Jewish life.

Combined Jewish Appeal

The 2024-2025 Annual Campaign raised $6,864,279 from 1,676 donors and 123 new donors. Exceeding the goal by $264,279. Thank you to our Campaign Co-Chairs, Gavin Rich and Darryl Levy; Top Donor Chair, Dafna Shore, Women’s Philanthropy Co-Chairs, Gayla Guttman, and Janet Frohlich; Lion of Judah Co-Chairs, Anita Wortzman and Haley Yurman; Ben-Gurion Society Chair, Bryan Hack; Genesis YWG Co-Chairs, Naomi Kirshenblatt and Tessa Weinberg; and to the many dedicated canvassers who made this campaign a success.

Women's Philanthropy & Lion of Judah

Women's Philanthropy engages women in making the world a better place by nurturing and supporting Jewish life for both present and future generations. Through their dedication and commitment, women contribute significantly to the well-being of communities worldwide.

Lions of Judah are leaders in this effort, playing a pivotal role in advancing social justice, supporting the vulnerable, preserving human dignity, and strengthening Jewish identity. By making a leadership gift of $5,000 or more to the Combined Jewish Appeal (CJA), Lions of Judah embody the spirit of philanthropy and social responsibility, ensuring a brighter future for all.

Jewish Federation of Winnipeg Endowment Fund

The Jewish Federation of Winnipeg’s endowment fund, held at the Jewish Foundation of Manitoba, is a way for donors to make a lasting impact by funding the programs, services and supports our community depends on today and for generations to come. Established in the 1980s, this fund provides stable, ongoing funding for the annual campaign. As of December 31st, 2024, the fund total was $7.3 million and generated more than $365,000 for the 2025-2026 campaign. In the last 12 months, nine donors established new funds within our endowment.

Genesis YWG

Genesis YWG is the hub for Jewish adults aged 25-45, committed to building a vibrant community through networking and volunteering activities. The group encourages the participation of our diverse community, empowering Winnipeggers, newcomers, professionals, singles, interfaith couples and families, and people of all abilities, backgrounds, and sexual orientations. Genesis YWG is open to everyone.

 

Ben-Gurion Society (BGS)

Founded on the principles of education, motivation, and recognition, the Ben-Gurion Society (BGS) embodies the legacy of David Ben-Gurion. Members develop leadership skills, access networking opportunities, and attend special events. BGS is a donor recognition program for adults aged 25-45 who give a household annual campaign gift of at least $1,000.

Israel Emergency Fund

Following October 7, 2023, the Jewish Federation of Winnipeg launched the Israel Emergency Fund Campaign to support Israel during this critical time. Our community has raised $4,343,551 in response to the crisis. Together with other Canadian federations, we have collectively raised $175 million to support essential services such as medical care, trauma relief, emergency evacuations, and housing. This fund provides immediate and ongoing aid where it is most needed in Israel.

2024-2025 Financial Development Highlights

The 2024-2025 Annual Campaign raised $6,864,279 from 1,676 dedicated donors.

We achieved a 95% donor retention rate and welcomed 123 new donors.

Additionally, 825 donors increased their contributions compared to their 2023-24 donation amounts.

Since October 7, 2023, the Federation's Israel Emergency Fund has raised $4,343,551, providing critical aid and support to Israel during this crisis.

ALLOCATIONS

The Allocations Committee meets throughout the year with beneficiary agencies to deepen the relationships and understanding of needs, develop closer collaborations and offer support with expertise and community connections. In the spring, the Committee meets to review beneficiary agencies' requests for funding and recommends allocations to the Federation Board of Directors for approval. The process provides oversight to fulfill the Federation’s financial commitments to the community, ensuring the donors’ valuable investments are well spent.

 

2024-2025 Allocations Highlights

The JFW will direct $2,954,300 to 11 beneficiary organizations in the 2025–2026 fiscal year. Strong campaign results in 2025 expanded the pool of available funds. This momentum came from the dedication of the Campaign co-Chairs, countless volunteers, and JFW staff. Beneficiaries outlined outcomes that align with the 2023 Strategic Plan, keeping their work aligned with Federation priorities.

The Committee heard common challenges facing multiple beneficiaries as demand for services grows. Costs continue to rise across key areas, including kosher food, camp supplies, staffing, and AJCC licensing fees. Food supports, children’s subsidies, adult programming, and mental health services all saw increased need. More Russians, Russian-Israelis, and Israelis engaged with community programs, and several agencies faced added pressure on physical space.

PUBLIC AFFAIRS & ADVOCACY

Public Affairs & Advocacy represents our community to other communities, government and media on a variety of matters including antisemitism, advocacy, social justice, and Holocaust awareness.

2024-2025 Public Affairs & Advocacy Highlights

Two years have passed since October 7, 2023, and its aftershocks still run through our community. Antisemitism rose in the aftermath, and we answered with steadiness and unity. The Public Affairs and Advocacy Committee was reorganized into the Public Affairs Task Force, creating space for committed, passionate voices who stand up for our community. That group now serves as a strong and reliable part of Jewish advocacy in Winnipeg.

Advocated at the civic, provincial, and federal levels to advance Jewish concerns in the public arena. After many years of advocacy, the Province of Manitoba made Holocaust education mandatory in the K-12 school system, ensuring future generations learn about this critical history.

Maintained close and positive relationships with local and national law enforcement to ensure the community's safety and provided support and training through our security partners.

COMMUNITY PLANNING

Community Planning assesses the long-term needs of our Jewish community, identifies priorities, and develops action plans to involve community members across all demographics. Through a regular ongoing planning cycle, the committee gathers organizational leadership, conducts community consultation, and facilitates cross communal planning and collaboration.

2024-2025 Community Planning Highlights

In 2024–2025, the Community Planning Committee reviewed reports from Charles Shahar analyzing the 2021 National Household Survey, offering key insights into our community’s demographics and emerging realities. Using this data, the Committee is preparing consultations with Russian Jews, Israelis, 2SLGBTQIA+ Jews, young professionals, interfaith families, and seniors, and is working with the Allocations Committee to align beneficiary requests with these priorities.

In January 2025, the Accessibility and Inclusion Sub-Committee hosted a Lunch and Learn for all Jewish organizations in Winnipeg on the Accessibility for Manitobans Act (AMA) Customer Service standards. In February, the Sub-Committee spoke at Congregation Shaarey Zedek for Jewish Disability Awareness, Accessibility and Inclusion Month, and was featured in the Federation Flash. The group is now focused on bringing the AMA’s Standards for Communications to the Jewish community.

The Spiritual Care Sub-Committee works to ensure that every Jewish patient or personal care home resident in Winnipeg has access to Jewish spiritual care. Jewish Child and Family Service (JCFS) and Chesed Shel Emes are partnering to create a Jewish spiritual care hotline that directs patients, families, and health care staff to chaplains or preferred spiritual care providers for visits. The Sub-Committee includes representatives from JCFS, Chesed Shel Emes, and local synagogues.

EDUCATION & ENGAGEMENT

Federation is dedicated to engaging the community through Jewish initiatives and events to give community members what they need to lead meaningful Jewish lives.

2024-2025 Community Engagement Highlights

Shalom Baby joyfully welcomed 42 new babies and their families during our bi-annual Shalom Baby Shower, fostering community and connection for young families.

This year, we distributed Jewish Heritage Packs to public school staff, bringing the richness of Jewish culture, traditions, and stories into classrooms. These engaging packs helped both staff and children learn, celebrate, and connect with Jewish heritage in a fun and meaningful way.

Knit With Love was a gathering hosted by the Jewish Federation of Winnipeg, where over 40 community members came together to hand-knit dolls to be gifted to children in Israel. This meaningful initiative provided our community with an opportunity to express love, support, and solidarity, and to convey a message of care and connection from Winnipeg to Israel.

In May 2025, four Winnipeg mothers joined 300 women worldwide on the Momentum Journey of Growth, a 7-day transformative experience in Israel filled with learning, reflection, leadership development, and visits to powerful sites, including those connected to October 7. The experience deeply strengthened their Jewish identity, resilience, and commitment to community.

As part of the Outreach Shabbat initiative funded by The Asper Foundation, we shared a beautiful Shabbat dinner with members of both the Jewish and Filipino communities. Together, we enjoyed a meal blending our cultural dishes, heartfelt singing, and meaningful conversations, celebrating our long-standing connection and mutual support.

PJ Library

Offers Jewish-themed books that explore Jewish culture, values, and tradition to families with young children 0-8 years of age, and sends 11 books and one special gift every year to each child. Federation invests $50 US per year for each child’s subscription, at no cost to the participating families.

PJ Our Way

PJ Our Way is the next chapter of PJ Library aimed at children 8-12 years of age. It allows them to choose their own books, create programs and develop leadership skills.

PJ Library and PJ Our Way Highlights

The 2024 PJ Library National Survey highlights the impact of our programs in Winnipeg. Ninety-one percent of families would recommend PJ Library, and 80% are interested in deeper community connections. Families report that PJ Library and PJ Our Way spark conversations about Jewish traditions and values (68%), increase awareness of Jewish diversity (92%), and inspire shared reading, with 64% reading together at least weekly.

In partnership with Jewish Child and Family Service, our new Intergenerational Initiative brought grandparents and grandchildren together for three vibrant programs, including a Grandparents Day celebration, a hands-on Mitzvah project at the Humane Society, and a joyful spring Tea Party, strengthening family bonds across generations.

Nearly 30 PJ Our Way tweens celebrated Sukkot at Fort Whyte, exploring the holiday’s themes while learning about tipis and traditional dwellings of the past. This immersive experience connected Jewish tradition with local history in a fun, hands-on way.

Twenty-four families, whose children do not attend Jewish day school, received a Chanukah pack with holiday resources to share at their schools.

Over 150 people came together on a festive December evening to celebrate Chanukah at a Manitoba Moose game. Families enjoyed holiday activities and games, a candle lighting, and an exciting night of hockey with our local team.

GROWWINNIPEG

Our GrowWinnipeg initiative increases the Jewish population of Winnipeg by welcoming Jewish people from around the world to a vibrant, connected Jewish community and connects visitors with Jewish organizations, social and employment contacts to enable their settlement and integration.

2024-2025 GrowWinnipeg Highlights

GrowWinnipeg celebrated its 25th anniversary, bringing together visionaries, leaders, volunteers, staff, government partners, Jewish organization partners, and newcomers. Over 200 attendees honoured the program’s legacy and its impact on Jewish life in Manitoba. In recognition, GrowWinnipeg received the City of Winnipeg Organizational Award, celebrating a quarter-century of meaningful contributions to the city and province.

Three hundred fifty dedicated volunteers continue to give their time, expertise, and hospitality, strengthening GrowWinnipeg’s efforts and demonstrating an ongoing commitment to welcoming newcomers.

This year, we supported 48 immigration candidates from Mexico, the United States, Israel, Ukraine, Uruguay, South Africa, and Brazil. Each was connected with organizations, social contacts, and employment meetings to support informed decision-making. We remain in contact with over 250 people at different immigration stages and held three meetings with 150 work visa holders to identify and advocate for permanent residency pathways.

In partnership with the Rady JCC, the Jewish Business Network (JBN) planned and hosted two business networking events, each with over 70 participants. Attendees participated in inspiring presentations, followed by networking sessions designed to foster learning, motivation, and meaningful business connections.

ISRAEL & OVERSEAS

Promotes a strong connection with Israel and overseas by supporting needs and sharing opportunities, while working with partners to provide the community with Israel education and cultural events.

Birthright Israel

Birthright Israel offers the gift of a free, educational, 10-day peer group trip to Israel for young Jewish adults between the ages of 18 and 26. The trip allows participants to meet new friends and make connections to Israel, its people, and the Jewish community.

Partnership 2Gether

P2G strengthens the bond between Winnipeg’s Jewish community and Israel’s Upper Galil Panhandle residents. Based on the principle of Am Echad (one people), the program connects Winnipeg with several development towns in the region. Its dual mandate is to enhance the relationship between Canadian and Israeli Jewish communities and improve the quality of life for Galilee Panhandle residents. Through people-to-people exchanges, collaborative projects, and support for social services, P2G fosters lasting connections and contributes to the region’s growth and development.

March of the Living

March of the Living is an educational journey for Jewish teens to explore the history of Jewish life in Europe before the Holocaust. The program begins with a week in Poland, where participants visit villages, ghettos, and concentration camps, learning about the profound loss of Jewish communities. The trip continues in Israel, where teens celebrate the country’s rich history, the renewal of the Jewish people, and their connection to the land. In recent years, the program has also included reflection on contemporary challenges, including the impact of the October 7 attacks.

Missions to Israel

Federation organizes Missions to Israel where participants learn about its history, politics and culture, take part in exclusive programs and see first-hand the impact our dollars make.

2024-2025 Israel & Overseas Highlights

Through Gesher Hai with Israel Connect, twenty mentors from Winnipeg were paired with Israeli high school students, meeting weekly to develop English skills. Many students were internally displaced due to war, and the meetings offered not only language learning but also comfort and a sense of normalcy during a chaotic time.

P2G and Project Regeneration supported post-war revitalization in northern Israel, with Winnipeg and other Canadian Federated communities contributing funds to help Tel Hai College transition into a university. This milestone is seen as key to fostering economic sustainability and creating opportunities for people of all ages in the partnership region.

Missions and March of the Living were disrupted in 2024–25 due to ongoing conflict, leading to the cancellation of the delegation and other mission trips. With conditions now shifting, we anticipate renewed opportunities for community travel, including the March of the Living and multiple mission programs.

The Jewish Agency for Israel brought two Shlichot, young women emissaries, to Winnipeg in May 2025. They led programs throughout the city, including lunch programs at Gwen Secter, student activities at Brock Corydon and Gray Academy, and an Israeli-themed event for PJ Our Way participants.

Promotes community leadership by building Jewish identity through Israel related activities, programming, social action and social events.

Hillel Winnipeg

Hillel Winnipeg serves as the central hub for Jewish post-secondary students in Winnipeg. Dedicated to fostering a stronger connection to Jewish identity and community, it offers diverse opportunities through social programming, religious and holiday events, social justice initiatives, and engaging trip opportunities.

Genesis YWG

Genesis YWG is the hub for Jewish adults aged 25-45, committed to building a vibrant community through networking and volunteering activities. The group encourages the participation of our diverse community, empowering Winnipeggers, newcomers, professionals, singles, interfaith couples and families, and people of all abilities, backgrounds, and sexual orientations. 2024-2025 Next Generation Initiatives Highlights

Hillel Winnipeg offered diverse programs this year, featuring favourites like the Welcome Back BBQ, Billiards Night, and Chanukah events, plus new activities including an escape room, laser tag, and a lunch series with community guests. Partnerships included JCFS for a Soul Candles workshop and Winnipeg Jewish Theatre for Hillel Night at The Band’s Visit. Shabbat Unplugged drew over 110 students from across Canada for meaningful connection and community building.

During the 2024-2025 year, Genesis YWG hosted a series of events and volunteer activities, engaging over 250 members of the Winnipeg Jewish community.

CREATIVE & COMMUNICATIONS

Engages viewers and readers in the Jewish and general communities from Winnipeg and around the globe in a creative, informative way. Using a variety of social media platforms, email marketing tools and our website, we keep the community up-to-date on the latest from Federation and beyond.

 

2024-2025 Creative & Communications Highlights

Our Federation Flash has quickly become a key source of information for the community. With open rates exceeding industry averages and strong engagement, this e-publication exemplifies our dedication to keeping the community informed and connected.

Across its entire social media presence, Federation has a combined 9,222 followers who are updated several times a week with timely community news, marking a 5.9% increase in followers since last year.
