A MESSAGE FROM OUR PRESIDENT AND CHIEF EXECUTIVE OFFICER

Dear Friends,

As we reflect on the past year, we are reminded of the strength, resilience, and generosity that define our Jewish community. From moments of joy to times of profound challenge, the Jewish Federation of Winnipeg has been unwavering in its mission to strengthen Jewish life, support Israel, and ensure the continuity of Jewish traditions and values.

This year has been one of tremendous achievements, yet also marked by the tragic events of October 7th. That day forever altered our collective consciousness, underscoring the importance of solidarity and the urgent need for vigilance against rising antisemitism. The strength of our community was evident as more than 2,000 people gathered for a solidarity event on October 10, 2023, standing together in support of Israel and one another.

Amid these challenges, we celebrated significant accomplishments. Our advocacy efforts gained increased momentum with the formation of the Public Affairs Task Force and the addition of a CIJA Vice President for Manitoba and Saskatchewan. Together, these initiatives have enabled us to respond swiftly and effectively to the evolving political and social landscape.

Our Combined Jewish Appeal campaign exceeded expectations, raising $6,434,690 for local, national, and global initiatives, while our Israel Emergency Campaign raised $4,234,230 to provide critical aid during Israel’s time of need, reflecting the extraordinary generosity of our community.

Holocaust education in Manitoba reached a historic milestone, as many years of advocacy culminated in the inclusion of mandatory Holocaust studies in the provincial curriculum. This achievement ensures that the lessons of history are preserved and passed on to future generations.

Since its inception, GrowWinnipeg has welcomed over 6,000 newcomers to our community. This year, we celebrated its remarkable volunteers and co-hosted an event recognizing the entrepreneurial spirit of newcomers, reflecting our ongoing commitment to community building.

Community security remains a top priority, as we expanded training programs in partnership with the Secure Community Network and CIJA, and deepened relationships with the Winnipeg Police Service.

Our work has ensured that our institutions are better prepared to navigate these challenging times. Through it all, our dedicated staff, tireless volunteers, and supportive community have been the backbone of our successes this year.

FINANCIAL RESOURCE DEVELOPMENT

No other gift has the power to impact more Jewish lives than a gift to the Combined Jewish Appeal. Because of the CJA, we can care for our most vulnerable; build and strengthen Jewish identity and education, invest in Israel and overseas, and promote Jewish/Israel advocacy. When you give through the CJA, you preserve and strengthen the quality of Jewish life.

Combined Jewish Appeal

The 2023-2024 Annual Campaign raised $6,434,690 from 1,648 donors and 100 new donors. Thank you to our Campaign Co-Chairs, Ellie and Michael Silver; Top Donor Chair, Gavin Rich; Women’s Philanthropy Co-Chairs, Gayla Guttman, and Paula Parks; Lion of Judah Co-Chairs, Anita Wortzman and Haley Yurman; Ben-Gurion Society Co-Chairs, Daniel Sprintz and Bryan Hack; Genesis YWG Chair, Yael Borovich; and to the many dedicated canvassers who made this campaign a success. We proudly report that the CJA’s cost to raise funds was 10%, significantly below the accepted industry standard of 20% and 1% lower than the previous year’s cost. Women's Philanthropy & Lion of Judah

Women's Philanthropy engages women in making the world a better place by nurturing and supporting Jewish life for both present and future generations. Through their dedication and commitment, women contribute significantly to the well-being of communities worldwide.

Lions of Judah are leaders in this effort, playing a pivotal role in advancing social justice, supporting the vulnerable, preserving human dignity, and strengthening Jewish identity. By making a leadership gift of $5,000 or more to the Combined Jewish Appeal (CJA), Lions of Judah embody the spirit of philanthropy and social responsibility, ensuring a brighter future for all.

Leave More Than Memories Endowment Fund

Our Leave More Than Memories Endowment Fund is a perpetual annual campaign endowment fund held at the Jewish Foundation of Manitoba. It was created to enable donors to continue supporting the annual campaign forever. In 2022, the LMTM fund rose to over $7 million.

Genesis YWG

Genesis YWG is the hub for Jewish adults aged 25-45, committed to building a vibrant community through networking and volunteering activities. The group encourages the participation of our diverse community, empowering Winnipeggers, newcomers, professionals, singles, interfaith couples and families, and people of all abilities, backgrounds, and sexual orientations. Genesis YWG is open to everyone.

 

Ben-Gurion Society (BGS)

Founded on the principles of education, motivation, and recognition, the Ben-Gurion Society (BGS) embodies David Ben-Gurion's legacy. Members develop leadership skills, access networking opportunities, and attend special events. BGS is a donor recognition program for adults aged 25-45 who give a household annual campaign gift of at least $1,000.

Israel Emergency Fund

Following October 7, 2023, the Jewish Federation of Winnipeg launched the Israel Emergency Fund Campaign to support Israel during this critical time. Our community has raised $4,234,230 in response to the crisis. Together with other Canadian federations, we have collectively raised $138 million to support essential services such as medical care, trauma relief, emergency evacuations, and housing. This fund provides immediate and ongoing aid where it is most needed in Israel.

2023-2024 Financial Development Highlights

The 2023-2024 Combined Jewish Appeal Campaign raised $6,434,690 from 1,648 dedicated donors.

We achieved a 92.4% donor retention rate and welcomed 100 new donors.

Additionally, 673 donors increased their contributions compared to their 2022 donation amounts.

Since October 7, 2023, the Federation's Israel Emergency Fund raised $4,234,230, providing critical aid and support to Israel during this crisis.

ALLOCATIONS

The Allocations Committee meets throughout the year with beneficiary agencies to deepen the relationships and understanding of needs, develop closer collaborations and offer support with expertise and community connections. In the spring, the Committee meets to review beneficiary agencies' requests for funding and recommends allocations to the Federation Board of Directors for approval. The process provides oversight to fulfill the Federation’s financial commitments to the community, ensuring the donors’ valuable investments are well spent.

 

2023-2024 Allocations Highlights

Throughout the year, new data from the 2021 National Household Survey, prepared specifically for the Winnipeg Jewish community by a demographer, was delivered to community leaders. In 2024, this data-informed presentation to the Simkin Centre and the Jewish Child and Family Service provided crucial insights for strategic planning. Such information enables our community organizations to address current needs and plan effectively for the future.

The Allocations Committee spent much of the year conducting site visits to see first-hand how our beneficiary organizations support the community. In March, we received applications from eleven beneficiaries and increased the amount disbursed by $63,400 compared to last year. Changes to the allocation application process were well received by the organizations, which also provided final reports for the first time on the impact of the Federation’s funding.

PUBLIC AFFAIRS & ADVOCACY

Public Affairs & Advocacy represents our community to other communities, government and media on a variety of matters including antisemitism, advocacy, social justice, and Holocaust awareness.

2023-2024 Public Affairs & Advocacy Highlights

The events of October 7, 2023, deeply impacted Winnipeg's Jewish community, sparking a renewed commitment to unity and resilience. In response, the Federation's Public Affairs and Advocacy Committee was restructured into an agile task force of dedicated members advocating for the community. This group has since become a strong, established presence, amplifying the voice of Jewish advocacy in Winnipeg.

Advocated at the civic, provincial, and federal levels to advance Jewish concerns in the public arena. After many years of advocacy, the Province of Manitoba made Holocaust education mandatory in the K-12 school system, ensuring future generations learn about this critical history.

Maintained close and positive relationships with local and national law enforcement to ensure the community's safety and provided support and training through our security partners.

COMMUNITY PLANNING

Community Planning assesses the long-term needs of our Jewish community, identifies priorities, and develops action plans to involve community members across all demographics. Through a regular ongoing planning cycle, the committee gathers organizational leadership, conducts community consultation, and facilitates cross communal planning and collaboration.

2023-2024 Community Planning Highlights

The Community Planning Committee continued aligning its efforts with the Jewish Federation of Winnipeg's renewed mission, developed in the 2023 Strategic Plan. This year, the J-EDI and Accessibility and Inclusion subcommittees hosted programs addressing Truth and Reconciliation and promoting inclusivity, ensuring these critical topics remain at the forefront of our community dialogue.

To better understand the experiences of Jewish high school students during these challenging times, a High School Student Survey was distributed with the assistance of the Jewish Child and Family Service’s Youth Mental Health Worker. The survey garnered responses from 5% of Jewish high school students in Winnipeg. Findings revealed that while students enjoy participating in Jewish activities, many have faced antisemitic bullying both in person and online.

EDUCATION & ENGAGEMENT

Federation is dedicated to engaging the community through Jewish initiatives and events to give community members what they need to lead meaningful Jewish lives.

2023-2024 Community Engagement Highlights

Shalom Baby joyfully welcomed 54 new babies and their families during our bi-annual Shalom Baby Shower, fostering community and connection for young families.

28 hosts organized Shabbat dinners, attracting 350 participants as part of the Shabbat of Love initiative, supported by JFNA and JFW. The initiative offered microgrants and additional resources, resulting in various gatherings, from home dinners to a Vegetarian Shabbat Potluck and a unique Shabbat experience at a Jewish-owned bakery.

In celebration of Winnipeg's 150th anniversary, we commemorated 40 years of sisterhood with Be'er Sheva at Sister City Day at The Forks. Hundreds visited our booth to explore Be'er Sheva's landmarks, enjoy Israeli snacks, and create a sand craft inspired by the Negev desert's colours.

Holiday tables set up at campus and stores for Rosh Hashanah, Chanukah, and Passover provided essential information on celebrations and traditions. Attendees enjoyed recipes and craft ideas and participated in raffle draws for exciting prizes.

We promoted J-Ed (Jewish education) opportunities in Winnipeg through quarterly campaigns, sharing offerings from Jewish organizations for adults in the community, and helping to strengthen Jewish learning.

The Shabbat Across Winnipeg national initiative brought people together to celebrate Shabbat with communal dinners on a designated Friday. Nearly 200 participants joined Shabbat dinners hosted by three organizations across the city.

PJ Library

Offers Jewish-themed books that explore Jewish culture, values, and tradition to families with young children 0-8 years of age, and sends 11 books and one special gift every year to each child. Federation invests $50 US per year for each child’s subscription, at no cost to the participating families.

PJ Our Way

PJ Our Way is the next chapter of PJ Library aimed at children 8-12 years of age. It allows them to choose their own books, create programs and develop leadership skills.

2023-2024 PJ Library & PJ Our Way Highlights

1277 families participated in over 40 programs and initiatives offered by PJ Library, including holiday programs, Storytime, Mitzvah events, and more. These engaging offerings fostered community and helped families connect with Jewish traditions and values.

Each month, 905 children and their families receive PJ Library and PJ Our Way books, bringing Jewish stories and values directly into homes and enriching family life.

130 PJ Our Way tweens participated in dynamic programs throughout the year, including celebrating Chanukah with Massad Winter Camp, a photography class at The Leaf, creating Purim gift baskets for Gwen Secter, and celebrating Sukkot with BB Camp while learning medicine wheel teachings from an Indigenous Elder. Each program was met with enthusiasm, often with waiting lists!

PJ Library Winnipeg reached a significant milestone by delivering its 100,000th book to a local family. Since its inception in 2009, PJ Library has been sending free, award-winning books that celebrate Jewish values and culture and hosting various programs that bring families together. The milestone was celebrated with a heartwarming video, capturing the moment the 100,000th book was delivered surprise-style at the family’s doorstep.

The Get Together program, which supports families in hosting Jewish-themed gatherings, saw 181 families—27% of all eligible participants—hosting events such as Shabbat dinners, holiday celebrations, and social get-togethers with a Jewish touch, strengthening community bonds.

A dozen families participated in the second annual PJ Library Pride Block Party, which celebrated the diversity and inclusion of all families in our community and facilitated a welcoming environment.

GROWWINNIPEG

Our GrowWinnipeg initiative increases the Jewish population of Winnipeg by welcoming Jewish people from around the world to a vibrant, connected Jewish community and connects visitors with Jewish organizations, social and employment contacts to enable their settlement and integration.

2023-2024 GrowWinnipeg Highlights

Through GrowWinnipeg, 81 individuals and 46 families received valuable guidance, support, and connections as they explored Winnipeg and its Jewish community, helping them navigate their journey toward permanent residency.

As part of a successful recruitment campaign, 70 new volunteers joined GrowWinnipeg's already diverse group of 250 volunteers, including an increase in those born and raised in Winnipeg. These volunteers continue to demonstrate their commitment to welcoming newcomers.

270 community members contributed their time and expertise by hosting and meeting with exploratory visitors, acting as ambassadors for Winnipeg's vibrant Jewish community. Their efforts play a crucial role in making Winnipeg feel like home for newcomers and highlighting the warmth and generosity of our community.

GrowWinnipeg launched a new logo and enhanced its online presence through Facebook and Instagram accounts. These platforms have become key tools for sharing success stories and connecting with the wider community.

ISRAEL & OVERSEAS

Promotes a strong connection with Israel and overseas by supporting needs and sharing opportunities, while working with partners to provide the community with Israel education and cultural events.

Birthright Israel

Birthright Israel offers the gift of a free, educational, 10-day peer group trip to Israel for young Jewish adults between the ages of 18 and 26. The trip allows participants to meet new friends and make connections to Israel, its people, and the Jewish community.

Partnership 2Gether

P2G strengthens the bond between Winnipeg’s Jewish community and Israel’s Upper Galil Panhandle residents. Based on the principle of Am Echad (one people), the program connects Winnipeg with several development towns in the region. Its dual mandate is to enhance the relationship between Canadian and Israeli Jewish communities and improve the quality of life for Galilee Panhandle residents. Through people-to-people exchanges, collaborative projects, and support for social services, P2G fosters lasting connections and contributes to the region’s growth and development.

March of the Living

March of the Living is an educational journey for Jewish teens to explore the history of Jewish life in Europe before the Holocaust. The program begins with a week in Poland, where participants visit villages, ghettos, and concentration camps, learning about the profound loss of Jewish communities. The trip continues in Israel, where teens celebrate the country’s rich history, the renewal of the Jewish people, and their connection to the land. In recent years, the program has also included reflection on contemporary challenges, including the impact of the October 7 attacks.

Missions to Israel

Federation organizes Missions to Israel where participants learn about its history, politics and culture, take part in exclusive programs and see first-hand the impact our dollars make.

2023-2024 Israel & Overseas Highlights

In May, a diverse interfaith group joined the Hineni Mission to Israel, organized by the Federation, Bridges for Peace, and JNF. Jewish, Christian and Indigenous participants showed solidarity with Israelis through service and acts of kindness, including harvesting produce, hosting a BBQ for soldiers, and celebrating Shabbat at the Western Wall. The mission highlighted the power of interfaith collaboration and deepened participants' understanding of Israel’s resilience after October 7.

Supported students at Tel-Hai University, furthering their education through bursaries and scholarships.

In January, our community hosted 13 young Israeli hockey players from the Metulla Hockey Club, displaced by the ongoing conflict in Israel. These talented athletes, facing significant challenges due to the war, were welcomed with warmth and hospitality. During their stay, they found a brief respite from the hardships of living with war, experiencing the support and care of our community.

Danziger High School students, their principal, teachers, and athletes were forced to extend their stay in Winnipeg for an additional week due to the events of October 7. Organized by Gray Academy and supported by the Federation, the group of 12 athletes, two teachers, and one principal attended a community rally, where the principal had the opportunity to present.

Hillel Winnipeg

Hillel Winnipeg serves as the central hub for Jewish post-secondary students in Winnipeg. Dedicated to fostering a stronger connection to Jewish identity and community, it offers diverse opportunities through social programming, religious and holiday events, social justice initiatives, and engaging trip opportunities.

2023-2024 Next Generation Initiatives Highlights

Hillel Winnipeg's programming this year featured a diverse range of events, including a Welcome Back BBQ, Sufganiyot and pre-Hanukkah celebration, billiards night, a basketball tournament, and a Yom Ha'atzmaut Celebration. Notably, Shabbat Unplugged saw significant growth, drawing over 110 participants, including students from Calgary, Regina, Saskatoon, Toronto, Hamilton, and Ottawa.

In the aftermath of the October 7 attacks in Israel, Hillel Winnipeg provided students with space to grieve, reflect, learn, and connect with the community, a support system that continued throughout the school year. Notable initiatives included a student vigil with Hillels nationwide, Challah for Healing and Messages for Hope, an educational session on navigating social media during wartime, An Evening with Shye Klein, and a community commemoration.

In October 2023, Genesis and Hillel partnered for the community-wide event, "Write for Hope: Messages to the Front Lines." The initiative included over 40 letters from 7th graders at Henry G. Izatt Middle School in Whyte Ridge, which were scanned and sent to two military bases, with the original copies delivered to Israel by the Danziger High School delegation in Kiryat Shmona.

During the 2023-2024 year, Genesis YWG hosted a series of events and volunteer activities, engaging over 250 members of the Winnipeg Jewish community.

CREATIVE & COMMUNICATIONS

Engages viewers and readers in the Jewish and general communities from Winnipeg and around the globe in a creative, informative way. Using a variety of social media platforms, email marketing tools and our website, we keep the community up-to-date on the latest from Federation and beyond.

 

2023-2024 Creative & Communications Highlights

Launched in February 2024, our Federation Flash has quickly become a key source of information for the community. With open rates exceeding industry averages, strong engagement, and positive feedback, this e-publication exemplifies our dedication to keeping the community informed and connected.

This year, the Federation significantly expanded its email communications, sending 241 emails to the community—a 54.5% increase over last year’s 156 emails. This growth highlights the Federation’s dedication to timely updates on news, events, and initiatives.

Across its entire social media presence, Federation has a combined 8,713 followers who are updated several times a week with timely updates about the community, marking an 8.7% increase in our followers since last year.
